This hearing directly effects residents of Atherton, East Palo Alto, Menlo Park, Palo Alto, Stanford, surrounding unincorporated areas and everyone who appreciates and values public access, free speech media. (Palo Alto chairs the Joint Powers Authority on behalf of all the cities listed).

The Midpen Media Center, our public access TV station, is facing a severe cutback in funding it receives from cable subscribers in Palo Alto and other cities. PEG Access fees (Public – Educational – Governmental) constitute 40% of the Media Center’s annual budget. City auditors are questioning whether it is “worth it” to have public access media anymore.

In questioning the value of public access media, the auditor’s report cites a 2008 study of access stations that was issued by the Mackinac Center for Public Policy, based in Michigan. The Mackinac study is the only such study cited in the report. Even more disturbing, The Mackinac Center is widely known to be a mouthpiece for the radical right, pushing free-market, business-friendly policy positions.

The Mackinac Foundation receives significant funding from various Koch Family foundations and from DonorsTrust, a favorite funding conduit of the Koch brothers, which gave Mackinac near $1.5 million between 2010 and 2012. Mackinac receives funding other billionaire right-wing zealots. Mackinac is also an active participant in the notorious American Legislative Exchange Council (ALEC), a network of state legislators which pushes a right-wing agenda.

Why is such a right-wing, biased study the only source cited in the City Auditor’s report on our public access station? That’s a question we need to ask City Council.

Is the Media Center still a viable resource in these days of YouTube and smart-phone video cameras? You better believe it is! PPJC has been using the fantastic facilities that are only available at Midpen Media Center for nearly 20 years. It is an irreplaceable community resource! It is, in fact, one of the most valuable free speech resources available to community organizations in the entire Mid-Peninsula area.

YouTube could never be a replacement for the Media Center. On the contrary, we produce our YouTube content at the Media Center. Without the Media Center, PPJC would have no presence on YouTube, where hundreds of people view our videos.

Midpen Media Center services PALO ALTO, EAST PALO ALTO, MENLO PARK, ATHERTON and nearby unincorporated areas of the Counties. Come to the Policy and Services Committee of the Palo Alto City Council and show your support for free speech.
